Scott Plank’s War Horse Cities is seeking an equity partner for its three city marinas as plans to add a luxury residential tower to Lighthouse Point move forward. The Baltimore developer this month inked a deal with Colliers International Leisure Property Advisors to attract new capital and management expertise for the marinas Plank purchased as a portfolio two years ago for $55 million, well above the original reported price of $22.5 million.
